As a general rule, Brazil requests visas based on the principle of reciprocity of treatment given to Brazilian citizens. You do need a visa (either for tourism or business) BEFORE entering Brazil if you are a citizen of the United States. Citizens of some countries do not require a visa to visit Brazil for tourism purposes, for a stay of up to 90 days (if necessary an extension may be authorized by the Federal Police in Brazil). Visas will be issued on a "laissez-passer" to nationals of the following countries: Bhutan, Central African Republic, Comoros, Kampuchea, and Taiwan.
If you are going to visit Brazil on tourism or on business you do not need a visa if you have a passport from one of the following countries:

They do NOT need visas for stays up to 90 days, the citizens of:
The European Union
United States
The following Latin American countries: Bolivia, Brazil, Chile, Paraguay, Uruguay, Colombia, Costa Rica, Dominican Republic, Ecuador, El Salvador, Guatemala, Honduras, Mexico, Nicaragua, Panama, Peru and Venezuela
Passengers from Argentina, Bolivia, Brazil, Chile and Uruguay, only require an identity card to enter the country.
A second group of countries enjoying visa exemption, a decision by the Government of Paraguay, established by decree: Venezuela, Poland, Slovak Republic, Holy See, Latvia, Lithuania, Slovenia, Ireland, Malta, Cyprus and Japan.
People from all other countries require a visa to enter the country
If you are exempted, please be sure that your passport is valid for at least 6 more months after the date you enter Brazil. All exemptions are valid for a stay up to 90 days.
